The Directive provided that the armed forces may immediately shoot at the mob or organized gangsters (actually the peaceful protesters) without warning, without reporting to their superiors in advance under 14 circumstances such as: 1. If the mob attack the residential buildings of the Party's and State's leaders; 2. If "the Mobs" are attacking the military, police facilities; 3. If "the mobs" are robbing weapons; 4. If "the mobs" attack the key government agencies, or broadcasting facilities; etc. With tens of millions of laid-off workers and state employees, plus more displaced laborers from rural areas, workers unrest, strikes, and the widely spreading protests have become so severe through out China, that several municipal governments, such as that of Changsha City, (Capital of Hunan Province), and Municipal Government of Wuhan issued city ordinance prohibiting the protesters to block the traffic. These curfew type city decrees warned the protesters that if they refused to retreat five minutes after the order, the police may use the force to keep the order and guarantee the clearance of traffic obstacles. 2) Not Just a Single "Lenin Shipyard" Workers strike in Lenin Shipyard in Gdansk, Poland led by an electrician Lec Waleasa turned Man's history into an new chapter. While in China today, workers from many huge sized pillar industry are going on strikes, protesting the government's deferral of salary payment. We have kept on receiving calls that callers asked us what they should do while their rights of survival are threatened. Strikes and protests are either burst or being planned and mobilized in many major factories which are deemed as China's pilar industry, such as steel plants. From the callers' People in communist China are longing certain guidance, directions, and leadership from us. 3) Coalition of Democratic Political Opposition In June 1998, Free China Movement, a democratic opposition coalition of 30 pro-democracy organizations in and out of China, proclaimed its birth on Capitol Hill of the United States; In July 1998, the Forming Committee of China Democracy Party, Zhejiang Chapter was established in Zhejiang Province, the place where the prodemocracy activities and its network are best mobilized in orderly conducted; The CDP has quickly developed into 10 provinces, two capital cities and one university thus far. For the rest cities and provinces, the publicity of CDP organizations has been halted and the organizations were turned to underground; The influence of China Democracy Party has been extending to university campus, research institutes, factories, and even the Party apparatus. Thanks to CCP's official propaganda of its political trials against the leading members of CDP, the communist run free advertisement through out the nation, the CDP has won an unprecedented popular support from people on different walks of life. The poll secretly conducted by the FCM showed that 71% of the surveyed expressed they know CDP while 68% of the surveyed expressed their support of the CDP. In October 1998, China Development Union under Mr. Peng Min held its first national conference in Beijing. Though it was immediately banned, the organization's growth broke the history high after it was outlawed. Its members have been increased from 4000 in October to more than 10,000 momentarily. In the wake of CCP's nationwide crack-downs, wave after wave organized political protests behind iron curtain have been organized. 4) China Labor Party In this growing red terror, the pronouncement of China Labor Party has demonstrated that the patience of Chinese people are getting thinner in the year of 1999. Editors from underground electronic magazine: "Public Opinion (Yulun)" and "Godly Anger (Tian Nu)" decided to form a political party to "represent the interests of working class", regardless the on-going repression.
