Clinton The White House Washington, DC Dear President Clinton: Regardless the opposition outcry from people inside China and "concerns and regrets" expressed by the Government of the United States , the totalitarian dictators in Beijing, the "People's Republic", launched an unprecedented large scale of arrests and summery trials against dissidents and human rights campaigners inside China. The arrests and trials are momentarily broadening through out the nation. In the meantime, massive persecution against Christians through out the nation have also been intensified. Internationally prominent dissident, human rights campaigner Mr. Xu Wenli was sentenced to 13 years hours ago. Mr. Wang Youcai, the co-founder of China Democracy Party was sentenced to 11 years yesterday. Mr. Qin Yongmin and Mr. Lin Hai were also tried pending the pronouncement of sentences. At least 53 other leading human rights campaigners were also detained or rounded up. Prior to these episodes, the same communist regime sentenced and executed death penalty against Rev. Wu Yangming, a house church leader in Anhui, and tortured Mr, Feng Zemin, a huamn rights campaigner to death in Guangxi, China. In less than three months after the Government of the "People's Republic" signed the U.N. International Convention on Civil and Political Rights, the recent actions taken by the Chinese communist dictators has clearly exposed its true image to the international community that this world's last remaining totalitarian empire will not change a bit its communist nature in ruthlessly suppressing freedom and democracy, habitually violating its international legal obligation under treaties, threatening the regional security and the world peace. The "PRC" Government's these irresponsible acts has also clearly demonstrated to the entire world that it has completely abused the full trust endorsed by the Clinton Administration, making the so-called "constructive strategic partnership" between the world's leading constitutional democracy of the United States and the "constitutional" dictatorship of proletariat of the "people's Republic" under fire. Therefore, we, the undersigned, the Free China Movement, a coalition of Chinese opposition movement in and out of China, on behalf of the victims and their families and loved ones, respectfully appeal to you, at the high tide of new wave of ruthless communist repression against Chinese leading dissidents through out the nation, as follows: 1. Immediately issue a Presidential Statement, sternly condemning the most recent gross human rights violations in "the People's Republic", urging the government of the "PRC" to immediately and unconditionally release all the prisoners of conscience now; 2. Immediately withdraw this Administration's moral support to Jiang Zemin-Li Peng communist hardliners; Send the message of your moral support to Chinese Opposition Forces; 3. Immediately undertake a comprehensive review of this Honorable Administration's foreign policy towards the communist "People's Republic" for its entirety; Immediately reverse "constructive strategic partnership" with communist China; reserving such a "strategic partnership" with Free China yet to come. 4. An immediate suspension of the PRC's Most Favored Nation (MFN) trade status; Immediately stop and reverse the dangerous trends which are turning the U.S. capital, U.S. dual-use technology and U.S. jobs into a totalitarian military arsenals; Boycut the damping of the PRC slavery labor products in the U.S. market; 5. Immediately reverse the U.S. support to any unconditional international loans to such a fascist regime as the "People's Republic" in the World Bank, the International Monatery Fund, International Financial Corporation, etc; 6. Immediately reverse this Administration's any further relaxation on its foreign export control towards the "People's Republic"; Place the "People's Republic" back to "Z" state in the U.S. Foreign Export Control system concerning the military and dual-use technology exported to PRC. Appoint a task force to assess, evaluate the potential lethal consequences of the transfer of the U.S. capital and U.S. technology to the world's last remaining communist superpower; Please mandate the law enforcement to faithfully implement the Federal Foreign Agents Registration Act, Federal Foreign Corruption Act and all relevant laws in relation to prevention and punishment against communist infiltrations and espionage in the United States. The Communist "People's Republic", the world's worst fascist political-military institution, has not only killed approximately 44-70 million Chinese citizens during the time of peace, it has also killed the greatest number of American soldiers in both Korea and Vietnam after WWII, and legally it is still in warring state with the United Nations. We respectfully hopes that a "strategic partnership" should be formed with China in near future, rather than "the People's Republic" now. It is high time that you address to the public that the Government of the United States has now ceased any moral, financial, technology assistance and support to the communist "People's Republic". Please kindly allow freedom and democracy to breathe and to grow in the mainland China. Please temporarily hold all supports and assistance designated to the "People's Republic" until the entire world has witnessed and has been convinced that an institutional democratization has been achieved in China, and the Government then ceases to regard the United States as its archenemy through such action as destroying its ICBMs now targeting the United States. Wolfensohn The President The World Bank Washington, DC Dear Mr. Wolfensohn: We have noticed the universally condemned murderous regime is getting handful momentarily: with its left hand to render long term sentences to internationally prominent dissidents, with its right hands to take big checks you generously and busily keep cutting. That coincidence in timing is offensive, and disgusting. Yesterday, the World Bank under your excellent leadership has granted a new $250,000,000.00 loan to Beijing. At exactly the same time, the dictators in Beijing pronounced its shameless sentence against Chinese Human Rights campaigners. You may argue that is just a coincident, and there is no direct connection between sentencing and money rewarding. The timing may be out of the picture, however, the World Bank's unprincipled, constant and substantial financial assistance to the world's leading totalitarian empire, and the IMF's leading role in the world's "Neo-Marshall Plan" to the communist "People's Republic", has made us to link these forces once allied with the Nazi Hitler's Third Reich before and during the WWII.
