Draft Proposal To Establish
A Multi-Party Democracy In China

There currently exists an historical opportunity to bring democratic reforms; and a democratic political-legal system to China by supporting an existing network of over 200 underground organizers who desire to establish an opposition democratic party in China. Recently, Bao Tong, the most senior Chinese Communist Party official jailed for political reasons in two decades, has spoken out against the failure of the Chinese government to undertake significant political reform. Bao said in an interview that was recently reported in the Washington Post that China should adopt a system of multi-party democracy, and said that the Chinese Communist Party should model itself on American Political Parties; and be more responsive to its citizens. He is calling for the open discussion within China of these ideas, and claims there are several other Chinese officials that adhere to the same principles.
These 200 organizers need the equivalent of $200.00 per month to mobilize other Chinese democracy movement activists who will no longer tolerate the brutal and corrupt communist dictatorship of the PRC without speaking out. These secret networks have been established in the cities of Beijing, Shanghai, Canton, Nanking, and Xian.
The goal of the "Campaign to Establish Legal Political Parties in China"
must have the support of the American community in order to be successful.
This bold initiative is being lead by Dr. Wang Bingzhang, the founder of
the oversees Chinese Democracy Movement, The Chinese Alliance For Democracy,
China Spring Magazine, and spokesperson for the Chinese Democracy &
Justice Party. He was recently arrested in China and deported for his organizing
activities around this project. Mr. Bingzhang is considered by the Chinese
government to be the most potent leader of the Chinese Democracy Movement.

Dr. Bingzhang has organized over 200 individuals in Beijing, Shanghai,
Canton, Nanking, and Xian who are willing to work towards the establishment
of a new democratic political party in China. Although President Zemin
has signed an international agreement that recognizes the right of Chinese
people to establish an
independent political party other than the PRC, recent attempts by
Chinese people to do so have lead to their arrest and imprisonment ( see
attached newspaper clippings.) Dr. Bingzhang has secretly traveled to China
and has established a network of dedicated Free China activists who are
willing to accept any and all repercussions if they are found out by the
Chinese government. There are also
similar networks that have been organized to promote a free trade labor
movement in China.
Funding Needed To Support The Campaign
With $50,000 and five computers and fax machines, the beginning of a
democratic movement in China to legalize democratic political parties can
begin. Furthermore, this effort has the full support of dozens of Chinese
dissidents and American human rights leaders. The following is a line item
